SAN DIEGO, August 22, 2012 - If Congress and the White House fail to act before the end of the year, the expiration of tax cuts and automatic cuts to federal spending would have a devastating impact on San Diego's economy, according to an analysis released today by the National University System Institute for Policy Research.
