ANSWER: Yes

Congress should ratify the free trade agreements with each country and California and San Diego benefit. To the Obama administration’s credit, completing the South Korea agreement will be the most significant since NAFTA was enacted in 1994. Removing tariffs and duties on nearly all consumer and industrial products, U.S. exports to South Korea are expected to grow $11 billion from elimination of tariffs alone. California in particular profits as most U.S trade comes through Los Angeles ports. Added congestion at those ports will lead to some spillover diverted through San Diego, and South Korea is already our fourth largest trading partner.
