Erik Bruvold, founding president of the National University System Institute for Policy Research: Given the magnitude of the challenge facing San Diego’s budget engineers, it is no wonder that talk of municipal bankruptcy is once again heating up. There is simply no way that one can cut $60 million from the FY 2010 and $120 million from the FY 2011 general fund budgets without reducing service levels in dramatic ways.
