Erik Bruvold, founding president of the National University System Institute for Policy Research: According to the City’s Budget and Five Year Forecast, pension payments and (inadequate) payments for retiree health care are going to rise from 22.3 percent of payroll in FY 2011 to 27.2 percent in FY 2015. If the City actually made its fully required payment for retiree health care it would cost 31.9 percent — or more than $350 million – nearly a $100 million increase over just five years.
