"We are seeing the housing and financial markets picking up, and in turn, some increase in construction work," said Kelly Cunningham, an economist with the National University System Institute for Policy Research. "But we had been at such a low point. California had been hit worse in the downturn and now we are catching up, so improvement looks stronger."
