Kelly Cunningham, National University System - NO: Not by the end of this year, but probably sometime in the coming year. The reasoning is the Federal Reserve’s announcement to tighten monetary policy in coming quarters should roil markets. President Trump’s imminent change of the Federal Reserve Chair may further lead to another direction in monetary policy. The central bank has said it will start drawing down the massive balance sheet in October, but interest rates remain low by historical standards for now.
