All of this could spell trouble for San Diego, where 20 percent of the regional economy is based on military spending. "If there are significant cutbacks, that could affect us very deeply as our economy is still struggling to grow out of the recession," said Kelly Cunningham, economist at National University's Institute for Policy Research in San Diego.
