A close observer of the San Diego economy, Erik Bruvold, president of National University System Institute for Policy Research, said approval of the package should hearten the more than 142,000 area residents who rely on Pentagon or Veterans Affairs paychecks and another roughly 170,000 whose jobs are tied to defense. “Sequestration was a blunt-force instrument, and the military was largely implementing it entirely on the back of contractors,” he said. “With a deal, the contractors who might have delayed expansion can think of moving forward.”
