Most of that prep work has been invisible to the public, but El Niño has definitely made its way into the public consciousness. It's been 17 years since the last big El Niño caused more than $800 million in economic losses across the state, per a recent study from the National University System Institute for Policy Research, and media reports have highlighted the possibility that this El Niño will be even worse.
