Kelly Cunningham, economist with National University’s Institute for Policy Research, noted that in previous recessions, there was much less of a gap in wages and jobless rates between diploma-holders and dropouts. The reason: There were more opportunities back then — such as factory jobs — for low-skilled, low-educated workers to make a middle-class living.
