Improve the infrastructure: Dan Seiver, economist at San Diego State University, warned that the city won’t be able to attract new businesses if it has aging roads, water systems and sewers. Kelly Cunningham, economist at the National University System Institute for Policy Research, said it would be hard to attract more export-oriented businesses without better rail, air and shipping connections.
