Kelly Cunningham, economist at National University’s Institute for Policy Research, predicts that the jobless rate could peak at 11 percent in June as schools go through their seasonal layoffs and a new wave of high school and college graduates enters the marketplace. He predicts a slow but steady rebound after that.
