Historic Union-Only Study Survives Trial by Fire (and an Inflatable Rat)

About a year into my tenure as the Executive Director of the Associated Builders & Contractors, California Cooperation Committee (ABC-CCC), I was contacted by Erik Bruvold, President and CEO of the National University System Institute for Policy Research (NUSIPR) about an intriguing idea he had to study the cost associated with the use of government-mandated PLAs. The study proposed to accurately quantify the cost of PLAs using objective California school construction data and proven statistical analysis practices. What Erik was proposing would eventually become the most comprehensive statistical assessment ever done about the fiscal impact of government-mandated PLAs, with a sample size five times larger than any other study.
