"I think what we have here is a danger to our local democracy," said political analyst Vince Vasquez.
Vasquez says when others stay home, there's the risk that those who do vote will receive a disproportionate say.
"Or at least there will be the perception that maybe they're making decisions to the betterment of those who vote, rather than for the greater district. And that's problematic."
