More than 50,000 residents and 10,000 businesses in the region are within 100-year floodplains and are at risk from expected EL Niño storms, a county memo says. The 1997-98 El Niño brought unusually high levels of rainfall and caused over $800 million in economic losses, the memo says, citing a report from the National University System Institute.
