The first hour of the meeting featured presentations by city staff, representatives of labor groups, and representatives of the construction industry. A social scientist from the National University System Institute for Policy Research presented the findings of research funded by the building industry. Council members questioned the speakers closely about project labor agreements and prevailing wages.
