Erik Bruvold, president of National University System's Institute for Policy Analysis, also said as much as $150 million could be raised from personal seat licenses or PSLs, but that would represent only about 10 percent of the $1.5 billion stadium the team has been proposing.
Based on the experience at 21 other NFL cities, Bruvold said the San Diego region might have to cover close to 65 percent of a new stadium's cost -- or $975 million of a $1.5 billion project.
