Kelly Cunningham, senior fellow and economist at the National University System's Institute for Policy Research, was not as hopeful, given his view that the gross domestic product will likely rise at a slower rate in 2013 than 2012, which itself was slower than in 2011.
Locally, he said, the building industry has held back from starting many projects because of uncertainty in Washington, and with spending cuts still to be settled, employers remain cautious about taking on many new hires.
