Ron Drinkard, president of the Measure A Citizens Oversight Committee, the second speaker, said PLAs would not only eliminate competition but they also would increase school construction costs 13 to 15 percent. He referred to a 2011 study by the National University System Institute for Policy Research that indicated school projects built under PLAs cost nearly $29 to $32.50 per square foot more — amounts that have only increased in the ensuing years.
