What are the costs of PLAs other than workers being discriminated against? At the time of their vote in 2003 the college's own construction manager told the board a PLA would add 5-15 percent to the cost of any project covered by one. Last summer the most comprehensive study on PLAs ever conducted was released by the National University System Institute for Policy Research. More then 500 California school construction projects were reviewed making it the largest sample for any PLA study ever. What it found is what we have been witnessing and warning people about for more than a decade: PLAs add 13-15 percent more to the cost of any project using one. What that meant for the $164 million Measure G that SCCD had their PLA cover was a bond reduced by up to $24 million in value.
