“Raising the minimum wage hurts low-skill workers such as teenagers and particularly minorities because they are typically the least skilled workforce,” said Kelly Cunningham, senior economist for the National University System. “When minimum wages go up, we see higher-skilled workers apply for jobs that usually young people are hired for.”
